I think it's an outlier. So many admins have been leaving and so few joining that the Wikipedia admin procedure had collapsed. This months it seems more administrators were approved/re-syspossed than the number of those de-sysopped. Any thoughts on where this is going to lead?

Has the decline hit the rock bottom?

This advice is out of date. Wikipedia primarily tracks socks using cookies now. So clear 'em. I seriously doubt they ever really used IP addresses as the primary identifier.
