The checkuser will always work with an IP since only accounts and IP addresses can be checked. Firstly the CU puts the account name into the checkuser tool, and gets a list of IPs and useragents. Interesting, I can tell by the layout of the paragraphs and colour that it's a naturalisation certificate Jimmy is holding there, but by no means is that photo a reliable source for Wikipedia.

I guess this is where the admins ignore all rules. :?
