The original research clause is another wikipedia specific rule that doesnt necessarily apply to other wikis. There are other ways to manage scope and quality that can be applied. I would argue that in some cases, WP:OR holds Wikipedia back.

There are quite a few people getting grants and suckling from the WMF teet. Some like Magioladitis seem to have a knack for it, but a lot are just trying to scam the WMF out of donation money.

I think your confusing global lock with global ban. A lot more people are locked than get banned. But, i wouldn't create a wiki just for them. Like most companies I've been associated with Wikimedia has a few really good developers holding things together. Magnus Manske and sam reed are 2 off the top of my head. Then there are some that aren't very good and most are somewhere in the middle.

Truthfully...just to be pointy really. As a banned editor I know they'll delete anything I create. So, i do 100% positive edits so when I get caught and they get deleted, they're showing everyone they don't care about content and would burn the project to the ground rather than allow me to edit.
