Because no one else is doing it--not even the media.

"Photographers Are on a Mission to Fix Wikipedia's Famously Bad Celebrity Portraits"

And many of those bad, ancient photos were taken by David Shankbone in NYC in the 2006-2016 period. He really should be mentioned in any such discussion, because he was not only crazy and semi-competent, he was a true Wikifan and a supporter of Israeli government meddling. Some of his story is deeply comical.

As usual.....404 Media doesn't like to dredge up the uglier parts of the WMF's past, because they're taking the WMF's word for everything, and asking almost no one outside the "cult". WMF project databases are always out of date in some way or other. They usually don't like to admit it.

Any "celebrity" who has a BLP and doesn't give the WMF a recent free-licensed photo really has no right to complain anyway. The referenced Instagram doesn't seem to be embarrassing enough. The WMF SHOULD help to defray the costs of this kind of project, but you know how cheap they can be. "These are only monetary gifts, we aren't actually controlling content production! Don't sue us if you don't like the results!" etc. Section 230 comes first.
