Steinsson doesn't even bother to define "fringe content" anyway. Lots of vague mushmouthing but no DETAILS.
I have to say, it really does get to me, seeing someone make a career out of pseudoacademic nonsense like that. Rule ambiguity favors abuse, not objectivity. I wrote about this in the wikipedia policy thread. They've completely distorted this point.
