People who live in some European countries know about the "voiture sans permis" automobile, or "car without license". It's a specific class of low-power microcar that can be driven without a driver's license on local roads.
There is
nothing on English Wikipedia about the VSP concept, except a brief section buried in the
"Microcar" article. VSP cars have been legal for decades and are being sold today in France, Belgium, Austria and Italy that I know of. Since "THE GREATEST ENCYCLOPEDIA EVER MADE" can't tell me exactly which countries have a VSP law, and Google keeps pointing at Wikipedia, I can't say much more.....

There's a slightly better article on French Wikipedia which even names some VSP manufacturers. (It's being fought over, as usual.)
