People who live in some European countries know about the "voiture sans permis" automobile, or "car without license". It's a specific class of low-power microcar that can be driven without a driver's license on local roads.

There is nothing on English Wikipedia about the VSP concept, except a brief section buried in the "Microcar" article. VSP cars have been legal for decades and are being sold today in France, Belgium, Austria and Italy that I know of. Since "THE GREATEST ENCYCLOPEDIA EVER MADE" can't tell me exactly which countries have a VSP law, and Google keeps pointing at Wikipedia, I can't say much more.....

(Don't look at Micro Cars. That is a probably-paid article about a manufacturer in Sri Lanka. Take a bow, Ebaran.)

There's a slightly better article on French Wikipedia which even names some VSP manufacturers. (It's being fought over, as usual.)

Yes they certainly have, you have just come into contact with NPR, specifically:

It's an automated script, created by Evad and used to "draftify" hundreds of pages a day. This was an article, but now it is a draft, it's up to the author to figure out how to submit the draft and get it past AfC.

Over 90% of such drafts are deleted as G13 or G11 later on.
