Hell no. He/she/it/shit showed up September 28 and started patrolling; two days later the beast set up a CSS file for bot operation.
Sock, very likely. One of millions.

Here is the Twinkle connection;
He/she/them is definitely a Sock of an administrator or established user.

Wikipedia - "Barely competent and paranoid. There’s a hell of a combination."

Re: Does this look like a new user?
This user is even sketchier Probably one of the weirdest new users I have ever seen. There are so many things wrong I don't even know where to start - their username contains "(talk)" obviously in reference to Wikipedia discussion. Their first edit is to their userpage - creating it with the only text being a quote from a Wikipedia policy wrapped in a rarely used html/wikitext tag that few advanced users know about. The next four edits are more reason - just a few grammar tweaks. Then, they install tools, grind shortdescs for a bit, then install RedWarn within ten edits and immediately set advanced configurations. Install more tools, grind vandalism for a few days, then leave permanently after less than a hundred edits.
Edit: A few months later, they return and make three bizarre edits to testwiki for no discernible reason. They also made edits to Wikidata within their first few days.
