The shortest CheckUser (CU) block of history:
15:32 - “Since you’re so enamored of Arbcom, you can appeal to them. This is now a CU block. NinjaRobotPirate (talk) 15:32, 29 June 2019 (UTC)”

NRP is probably the 2nd most problematic checkuser behind Bbb23. What Bbb23 beats him in volume, NRP beats Bbb23 in incompentence!

A CU is either competent or he isn't, surely. If grading their incompetence, what factors are we using?

The problem is one of Bbb23 not following the CU policy and Ninja Butt Pirate not taking the time to learn how to use the tool. Per the policy:https://en.wikipedia.org/wiki/Wikipedia:CheckUser#Policy
CheckUser data may be used to investigate, prevent, or respond to:

Vandalism;
Sock puppetry;
Disruption (or potential disruption) of any Wikimedia project; and
Legitimate concerns about bad-faith editing.

It does not give Bbb23 carte blanche to CU every new account that shows up.
