Yes, true, but that did not happen here. There was no advocacy of attack, and not even an attack except in a overactive imagination of one of the named users.

The GenderDesk take on this appears to be that "spank" was a sexual reference. It was an odd usage, but was certainly not an attack on this user, and appears to have been just a clumsy way to say "please fix the problem."
However, claiming a "personal attack" can be a personal attack. I.e., a failure to assume good faith behind what appears to have been simply a weird usage, and the request in question had nothing like sanction connected with it. I.e. seems to have no intention to punish, which is what "spank" means in ordinary language.
