Do you have any information on why this was banned? I couldn't seem find out why, and after (an admittedly quick) glance at the user's talk and contribs, there did not appear to be major issues. They even held advanced rights (admin, interface admin).

Sidenote: It seems that more and more WMF bans are going to commons users rather than enwiki users.

Checked global rights, never appear to be a steward, but he was a member of OTRS/VTRS.

Started in 2012 as a "gnome" making minor changes. Openly admitted being Iranian, but no idea of residence location. Was already a bigshot on Farsi WP by 2016.

There are many examples of 4nn1l2 squabbling over AFDs of Iranian placenames, usually claiming they were in error or described communities with zero population. But not much else of a suspicious nature--almost nothing on noticeboards.

Why was this person globally locked? I suspect the answer might be on fa-WP. There's no visible clue on en-WP, Commons, or Meta. If you want to know more, find someone who can read Farsi. Clearly a pest of some kind there. Since Iran is notorious for having the most heavily censored media on earth, the "whys" are obscure.
