It has reached the level of an Arbitration request. It is all going exactly as anyone who knows Bishonen and her untouchable status on Wikipedia, would have expected. Up is Down. Wrong is Right. We are at war with Eurasia, and always have been. I'm sorry my face hurt your fist. All very familiar.

Seriously, find me any other Administrator with this power. There isn't one. It is Trumpian in its audacity and effect.

She was at least required to make a statement. Or rather, politely requested. A rare indignity for her Holiness. A small victory for the little people perhaps. Not that it really mattered, when even that statement is ignored by the powers that be and the gallery, people reading into it whatever they want or need to let her get away with it.

Nobody else has that power on Wikipedia. It is next level stuff. Call it witchcraft, call it Jedi mind tricks, call it the necessary self-delusions of a cult. Just know, you will never posses it. Not even close. The average Wikipedia editor can only ever know what this is, when subjected to its effects.

Why are you punching yourself in the face, silly?

I love the way they try to rationalise it all. Like watching cavemen understand the cosmos.

As always, they show no signs of appreciating that their universe is observable by beings of a far higher intelligence. Or to put it another way, people who are not dumb.

At time of writing, Gorilla Warfare has declined because she mistakenly believes the page has been unprotected. SilkTork has declined based on having apparently seen Bishonen say she is fine with "not protecting other user's talkpages on request", which she clearly isn't. She will do it again, and presumably have another "mistake" if someone reverts it. Joe has declined because there is no dispute, which is obviously false (and this is the reason why everyone claiming this is all covered by IAR, are wrong). Just because Swarm doesn't want the hassle of going up against Bishonen, doesn't mean there is nobody wondering how the fuck Bishinen keeps getting away with it. AGK is declining because apparently letting two Administrators decide to ignore a policy, because one bullies the other into submission, isn't a problem for Wikipedia. Opabina has declined for her usual reasons, which she just basically makes up to suit any situation. Her rule is that anything she isn't concerned by, should not concern anyone, and fuck policy. PMC sees no reason to examine why Bishonen is complaining Swam didn't consult with her, when she does that all the time. Worm declined because he thinks this is not wheel warring for reasons that are frankly laughable.

If these people aren't doing this because they are scared of Bishonen, then they are doing it because they don't want the hassle of investigating her. They can't seriously believe this was resolved in any way other than the person Bishonen wanted to accede to her unilateral authority to do whatever she likes, duly accepted her superiority over him.

Bishonen has done what she always does. In her brief comments, you will not actually find any of the folowing......

-a claim she made a mistake, that she didn't know she was wheel warring
-a claim the original protection was covered by IAR
-a statement that she won't protect a page for this reason again
-an acknowledgement of the utter hypocrisy of her expecting Swarm to have asked first

Unless or until she proves otherwise, a reasonable reading of events and her statements, is that Bishonen knew her protection was going to be controversial, but did it anyway, knowing she is feared, and wanting to be seen as the sort of person who goes the extra mile to help scum like Tarage see themselves as the real victims. She also knew fine well her reapplication was wheelwarring, but she didn't care because she knew she would get away with it, because she is feared. It clearly surprised her that someone took it to Arbitration, but her response was typical - say nothing, and hope others do what is necessary to excuse her behaviour, inventing their own narratives if necessary, and attacking the person questioning Bishonen.

It has happened a hundred times before, it is exactly why ArbCom should have opened the case, because the pattern of misbehaviour already exists. Even if this is seen as a minor incident, it is enough to justify the uncovering of far worse behaviour that she has succeeded in keeping under the radar. This was her being caught fiddling her taxes. Follow the money. See who is defending her, and why. Check their taxes. Before you know it, you have busted the only Cabal on Wikipedia that has ever had my real power.

She must be ecstatic that the only Arbitrator who even bothered to ask for more information, or request that she do what is a minimal expectation of an Administrator, chose to see in her response what he wanted to see, and not what it was. She is not sorry, she has no regrets, there has been no reconciliation between her and Swarm, only capitulation and grovelling. She will do it all again, and looking at the weak reaction it got, you can hardly blame her. They gladly let her piss all over them, treat them like idiots or willing accomplices, some even seem to enjoy it.

Finally, an Arbitrator with some balls. Well, one ball. She still basically got away with it. This year's Arbcom doesn't do Admonishment, so this might as well never have been said.
Comment Neither WP:RAAA or WP:WHEEL were followed in this situation: This occurred nearly sixteen days after this; thirty-four days after this. Both admins were very active, accumulating hundreds of edits, during this time. This represents a fundamental breakdown in how admins are expected to communicate and resolve issues between one another when using the sysop tools. Tarage's departure from Wikipedia following the AN discussion was controversial and any administrative action following, whether to fulfill a user request or overturn a related admin action was likely to be controversial as well. A case at this point in time does not seem necessary, but I do want to emphasize that a case request based upon administrative misconduct regarding WHEEL is a serious matter and I would not want to discourage others from bringing similar situations forward for review (even if ultimately to be declined by the committee). The main takeaway here is to reiterate that all administrators are expected to adhere to all parts of WP:ADMIN including engaging in discussion whenever possible or where reasonably required, such as in this case. Who will be monitoring Bishonen going forward, to make sure she is always mindful of the fact she is not a lone wolf? Nobody, that's who. That's what it means to have people scared of you. Even when they're looking, they do not see.

Of course nobody will be filing a case against her, even if she does the exact same thing again. Which isn't a theoretical, she attracts these disillusioned scumbag editors like flies on shit, either when they see the writing on the wall, or they reach the end of the very very very long rope Wikipedia affords them. They all see her as some kind of mother figure. The fucking psychos obviously see in her what the rest of the herd claim not to.

Threats work. The editors turning up to threaten the filer, didn't do that for no reason. They didn't do it to look tough. They did it because on Wikipedia, threats work. Intimidation works. That is what the place is like, that is the culture, because Bishonen is the shining example of what works, how you get your way. Not Jimmy, not anyone who believes that's fucked up. All that matters, is what you can get away with, how much power you have. Everything else is just noise.

They really do deserve everything they get, the corrupt for being corrupt, the wannabe lieutenants for watching too much Sopranos, and the sheep for being sheep. Fuck every last one of them.

after getting a couple of e-mails about it, I realized I'd better revert myself, and woke up resolved to do so
You notice nobody came forward to admit to mailing Bishonen. What did they say? What did she say? You would think the Committee would be eager to find out, given there really isn't any corroborating evidence for this idea she just happened to make a mistake, that she somehow just forgot about a fundamental admin policy, or it slipped her mind that she had previously protected that page. Both are pretty extraordinary claims given her experience and the circumstances, and if they are lies, then the true nature of Bishonen is exposed.

So do these mystery advisors even exist? Who in their right mind emails Bishonen to offer her advice? Nobody who values their kneecaps. The only people I can envisage doing that, are people who would be desperate for her true nature not to be discovered, people who would counsel her the best way forward would be to pretend like she made a mistake, without outright admitting it, and hope that fear gets her over the line. These would be people so unflinchingly loyal and subservient, that they would feel comfortable sending that sort of mail. Courtesans like RexxS, the fool who argues Bishonen not talking to Swarm is a trivial matter, while she simultaneously tries to make it seem his failure to contact her was very big deal, something that justified her own disrespect.

If there is a mail in existence that sees Bishonen accept criticism and admit to having made a mistake, and commit to reversing that error, even if simply pending discussion with the colleague she was wheel warring with, that is something the world needs to see. Because I just can't picture her doing it. Quite the opposite.

Your can add this to the pile of evidence Bishonen is lying too. Sweden is UTC+1. So we're meant to believe she "just woke up" and was immediately resolved to reverse her policy violating action having slept on it, at a time when most Swedes are munching on whatever Swedes have for a mid-morning snack. Her time card shows she routinely edits as early as 08:00, which is plenty of time for emails to have been exchanged on the matter of how to handle the rare occurrence of someone actually questioning Bishonen's right to do whatever she wants. Plenty of time for the strategy 'pretend like you had already decided to undo it, then strongarm Swarm', to be formulated.

In response to this request for arbitration, the Arbitration Committee has determined that arbitration is not required at this stage. While the Committee takes community concerns about wheel-warring seriously, they agree that in this instance the issue has already been resolved by the parties, and does not require further examination. Since when was it down to the two wheel warring parties, to resolve it between themselves? Bearing in mind, the resolution sees the page protected in violation of the protection policy. What is the reason for that? Will we ever be told? Is it IAR? Is it 'nobody gives a fuck'? Is it 'just let Bishonen do what she wants'?

Swarm and Bishonen did not resolve this dispute in any way except total and complete victory for Bishonen. Swarm thought he was doing the right thing. He has changed his mind, and now accepts Bishonen has a good reason to protect the page. Apparently nobody else's opinion on the validity of that reason matters. Her refusal to discuss it with him doesn't matter, only his failure to ask her if it would be alright to undo her policy violating action is apparently relevant.

Not for the first time, Bishonen controversially ignored a policy in a situation where it benefits a known asshole, but she is not remotely prepared to alter policy to reflect her victory. It will remain the case that protecting a user's talk page because they are upset and are claiming they want no further contact from Wikipedia, will not be a valid reason to protect it. Unless your name is Bishonen.

Oh, and nobody seems to have noticed, or cares, that according to the official record, as filed in the bin, sees at least one committee member still thinking this was "resolved" with Bishonen agreeing to unprotection, and another seeming to think she has agreed never to do this again.

She got away with it. Like she always gets away with it. There is the Wikipedia of policy, and there is the Wikipedia of Bishonen. Two very different places.

She never ever has to follow even the most sacrosanct of policies if she doesn't feel the need, nor treat her colleagues with the basic respect she hypocritically demands of them. This is why she is Queen of Wikipedia. Nobody else has this power. Nobody. This is not IAR (because controversy), this is not Admin discretion (because policy), this is not Doing The Right Thing (TM), unless of course, you change the damn policy.

Let us never forget, the outcome of this victory is that Tarage gets to define his exit from Wikipedia as being all about how the community mistreated him, and not the official version, that he got minimally sanctioned by the community for being an asshole, and rather than take responsibility for his actions, he just left.

You can see how Bishonen would have every sympathy for a scumbag like that, and now she was the only Administrator he could name when trying to think of character witnesses. She is a hypocrite and a bully who has form for reacting terribly to criticism, and so was he.

Can any editor file a case request for any single instance of perceived malfeasance or misbehavior on the part of any administrator, even when the reported actions do not concern them? How do the facts of this case as presented, even if totally true, rise to the level of needing arbitration? Does not ArbCom generally only deal with actions which could lead to de-sysopping, and is a single instance of wheel-warring (if that is what it was) constitute grounds for removal of the bit? BMK is a fucking windbag, but when you strip out the basic meaning of this statement, he is definitely questioning the intelligence of the filer. That many inferences that the filer hasn't even correctly identified wheel warring, goes way beyond polite observation, it is enough to rise to the level of a deliberate intent to insult.

There's enough here to question the intelligence of BMK, that's for sure, and that is why it happens to him so often, requiring him to have a powerful protector like Bishonen.

It is a given that anyone can file a Request for Arbitration, standing is not interpreted as being a party. No way in hell is he not aware of that basic fact. I've seen obvious sockpuppets have Cases accepted, for fuck's sake. He should also know just how many Administrators have been desysopped after a single instance of wheel warring. He should also know the purpose of a Request is not necessarily to lay out the full case, it (theoretically) suffices to present something that, if the Arbitrators looked (read: call for Evidence and then examine it to issue Findings of Fact), could prove to be indicative of a pattern of behaviour warranting desysopping. It just so happens that in this case, the Arbitrators were too scared of Bishonen to recall this is their role.

BMK certainly thinks everyone but him is thick. It shouldn't even need to be said, reading is supposed to be a basic competency of a Wikipedia editor, but the filer even partially quoted the relevant bit of policy that shows his comment for what it was. The full quote nails him.....
Wheel warring usually results in an immediate request for arbitration. Sanctions for wheel warring have varied from reprimands and cautions, to temporary blocks, to desysopping, even for first-time incidents.
The only reason lying pieces of shit like Beyond My Ken survive on Wikipedia, is because people like Bishonen are around to protect them, because they offer a valuable service to her, protecting her from scrutiny and attacking her enemies, as seen here. He wouldn't survive for a second out here in the real world, he would be tagged and bagged as a piece of shit troll before he could say boo. Or even boo.
