There is no scientific basis for this or any earthquake prediction. There is always a chance for earthquakes in places like California, but specific forecasts perform no better than random when tested. This user has posted similar claims every few days since 2009.

Badmachine was right, no quake in the past week, other than a small one near San Martin and two small ones north of Ridgecrest.
Predicting them remains out of reach for "actual scientists".

Sorry, I misread the original post. I thought it was an actual event rather than a prediction.
