The board has increased their allowed number of 3-year terms from 2 to 3, for a total of 9 years. In addition, Jimbo has to be appointed and re-appointed by the board. If he is not appointed then his position remains vacant:

There'll be some dusty parchment somewhere that nullifies any board resolution that even comes close to suggesting Jimmy doesn't have full and total control over when he severs all ties. He isn't a fan of The Lords for no reason.
