I'm certain they spend money on subscriptions but not all are for the volunteers. Probably so.e for the lawyers, probably some for software or IT related things, certainly for some references for the volunteers. I don't know how much, but I would suspect if we looks at the annual spending document it will mention them.

And developers/lawyers need a subscription to newspapers.com for what exactly?

I'm sure I saw this stuff spoken about as a delicate but hard won negotiation, which rather implies actual folding money changed hands.

Quibbling about pocket change while WMF grifts away multimillions strikes me as indicative of misdirected priorities.
