I had not noticed this before:

UTRS appeal #25825 was submitted on Jul 06, 2019 18:19:25. This review is now closed.

it took fewer than 35 seconds to review and reject the appeal. This suggests that somebody WP:INVOLVED was sitting on UTRS waiting to reject it.
