WMF has partnered with some private institutions, libraries and archives.

Users who have been active for more than 6 months, have no active blocks on any WMF project, and have signed a nondisclosure agreement, are allowed in.

What are your thoughts on this?

It matches with the IRC channels nobody knows about, the secret email lists certain people are probably on, and the Wikiconferences that have a hundred attendees -- the WMF and its hard-core editors have become a private club and the rest of the Internet does not know. The URL and what you wrote should be spread beyond this messageboard.
Still "Globally Banned" on Wikipedia for the high crime of journalism.
