Well, to be clear, they have successfully appealed their Foundation ban placed in June 2023, but it was immediately replaced with the prior global lock that was applied in April 2023 for "cross-wiki, off-wiki harassment, socking, and spam" as the result of this request.....
Cross-wiki abuse. He has been creating socks to send spam and abusive emails since his expulsion from the Spanish Wikipedia. Spam consists of "inviting" users penalized for negative behavior to his personal wiki. He has also been insulting users on external blogs. In his harassing messages he laughs that he is evading the blocks using proxies/VPNs such as here and here. --LuchoCR (talk) 23:50, 5 April 2023 (UTC)

And I don't suppose they offered any EVIDENCE, did they?
He (?) was blocked on es-WP way back in 2009. The explanation explains nothing: "Reason: El usuario ya ha abusado de la plantilla de desbloqueo y su última solicitud demuestra que no va a enmendar sus acciones pasadas." What "past actions"?
This stinks of an editwar with an asslicking insider that went full stupid. Or something else too petty to report.

He was actually blocked earlier this year, not 2009. Though his block history goes back to 2010:
