Yep, it was a position within the Soviet military most people didn't get thanks to movies like Doctor Zhivago and The Hunt for Red October; the unit commander and the politruk or the ship captain and the zampolit have to work together or cohesion is lost - the guy is not a spy for the Party.
Still "Globally Banned" on Wikipedia for the high crime of journalism.
