And they fight constantly over anything on Commons that is the slightest bit "controversial". Plus there are hapless nerds in there constantly re-categorizing and renaming and moving everything "weird" or "nasty". Thus making study of adult content much more difficult.

The problem of the European legal system is it is a zero tolerance system. I gave the example of the kid 15 year old what had placed a 200PX pickture of Johan Kruif on his site and who had to pay 15.000 Euro.
This is also something tricky. If they find only one picture on your computer what is child porn you have a huge problem, and these old pictures look safe because of the CC license but aren't. Even a drawing of child porn is forbidden and if they find only one of these pictures on you computer/ hard disk you end up in a criminal court.
