Most of this is politically motivated, or corporate sabotage, as one might expect. Because attacks like this are NOT cheap or easy to set up and maintain. Note that petty things like Kiwi Farms or Daily Stormer attacks aren't even mentioned.
PS: these attacks use the UDP protocol, which is quite old and used for VoIP and video chat sessions. It really desperately needs to be updated to prevent DDOS flooding. But it won't happen--because large corporations want to keep it open.
