Looking at his contributions, it appears as if Bbb23 comes back repeatedly to fix something.

But Bbb23 retiring imminently after losing CheckUser powers suggests that he only was at Wikipedia for the perception of social power, lesser for acting towards Wikipedia's proclaimed purposes.

Once he lost the social power that his ego thrived on, he lost his only source of motivation, thus retired.

That administrator privilege expiration was set up because, as far as I know, an administrator's account who was inactive since 2005 was compromised (hacked into) in 2011, after six years of inactivity.
