As I keep saying: the "public votes" mean little or nothing. Arbitrators are chosen by insiders via IRC, PM or whatever invisible communication links they have with each other. They pull their rottenest shit in non-public ways. Which is why it all appears so stupid and arbitrary to outsiders.

Powerful white male Beeblebrox has his own pet CheckUser, another white male no doubt, who has been running around all week trying to make sure Beeblebrox can't be held accountable for bullying women who are trying to preserve the memory and honour the legacy of a woman who literally died in service of Wikipedia.

I surely won't need to tell people that in the face of this blue wall, there really is no alternative but withdraw your labour and tear up your ballot. Not even the single woman standing is minded to see what Beeblebrox does as totally disqualifying (or if she does, she is doing what Wikipedia women are supposed to do, keeping her mouth shut). And even if she did want to do something about it, what can one person on a Committee of fifteen even do?
If they want the sandbox, let them have it.
Just make sure you piss in it when you leave through.

There was a dispute with David Gerard over the shooting of Jean Charles de Menezes article, and she was clearly upset by how it was handled. ArbCom isn't directly to blame for that, but if you look, there's not a lot of difference in the arrogant and dismissive way Gerard spoke to her, and the way Beeblebrox spoke to you.
