Of all the things one could protest against, why protest the construction of a reservoir?

First thing that comes to mind is David Cerny's satirical sculpture Entropa. It mocks various European countries.

France is covered with a banner reading "Greve", or "strike". The French are notorious for public demonstrations about anything and everything.

It infuriated a lot of people back in 2009. He must've struck a nerve.

It seems the dispute is over government preference for giving water rights to businesses when water is increasingly scarce. The same thing happens in California. During the drought they were demanding reduced water usage from residents meanwhile allowing almond growers which are water intensive to continue to grow almonds. Or allowing Nestle to drain millions of gallons of springwater for next to nothing. Also fracking operators apparently like to get rid of toxic waste from their drilling operations by dumping it into the ground on aquifers.
